ZYN Nicotine Pouches: What FDA Authorization Means (and the 10 Authorized Flavors)

Originally published February 25, 2025 · Updated October 2026 · By the VapeOwls Team

Quick answer: ZYN nicotine pouches are FDA-authorized, not “FDA-approved.” On January 16, 2025 the FDA authorized 20 ZYN products through its premarket (PMTA) process: 10 flavors, each in 3 mg and 6 mg. The FDA says these products are not safe and that the authorization does not allow reduced-risk claims. ZYN nicotine pouches are sold to adults 21+, and VapeOwls stocks them from $5.50 per can.

It was the first time the FDA authorized any nicotine pouch. The authorization covers only these 20 products, not every ZYN item or other pouch brands.

What Are ZYN Nicotine Pouches?

ZYN nicotine pouches are small white pouches that sit between your gum and lip. They contain nicotine but no tobacco leaf, so there is no smoke, vapor or spitting. ZYN was developed by Swedish Match, which Philip Morris International acquired in 2022.

Why the FDA Authorized ZYN

To authorize a product, the FDA has to find it “appropriate for the protection of the public health” under the 2009 Tobacco Control Act. In its announcement the agency said the data showed ZYN nicotine pouches meet that bar by benefiting adults who smoke or use smokeless tobacco and switch completely, while youth use of pouches remained low. Matthew Farrelly, Ph.D., of the FDA’s Center for Tobacco Products, said “the data show that these nicotine pouch products meet that bar.”

The FDA was also clear about limits: the products are not safe, there is no safe tobacco product, and the decision is an authorization, not an approval.

Marketing Rules That Came With It

The authorization came with strict marketing limits to keep ZYN away from young people:

  • Digital, TV and radio marketing must target adults 21 and older.
  • The company planned to avoid mass-market TV and radio ads.
  • Ads use models who are at least 35 or appear that age.
  • No content designed to appeal to youth.

CTP director Brian King said, “It’s critical that the manufacturer market these products responsibly to prevent youth use.”

How Common Is Youth Use?

The 2024 National Youth Tobacco Survey, cited in the FDA announcement, found 1.8% of U.S. middle and high school students currently used nicotine pouches. The 2025 survey, released in June 2026, put that figure at 1.7%, which the FDA described as low and stable.
