Nicotine Pouches Get FDA Authorization for Adults: What Teen Use Data Shows

Teen nicotine pouch use has been tracked closely since: the Monitoring the Future survey found use rising among 10th and 12th graders from 2023 to 2024, while the FDA’s National Youth Tobacco Survey put current nicotine pouch use among middle and high school students at 1.8% in 2024 and 1.7% in 2025, which the FDA calls low and stable. The two surveys measure different groups and time windows, which is why the numbers differ. Both are worth watching.

What the FDA Authorized in 2025

On January 16, 2025 the FDA authorized 20 ZYN products through its premarket (PMTA) process: 10 flavors, each in 3 mg and 6 mg. The agency said the data showed the products benefit adults who smoke or use smokeless tobacco and switch completely, and that youth nicotine pouch use was low at the time.

Why Teen Nicotine Pouch Use Gets So Much Attention

Public health experts point to three reasons nicotine pouches can appeal to young people:

• Flavors: mint, fruit and sweet flavors are popular across age groups.
• Discretion: no smoke, vapor or smell makes them easy to hide.
• Perception: a “clean” image can make them seem harmless, even though nicotine is addictive.

That is why the ZYN authorization came with strict marketing rules: ads must target adults 21+, the company planned to avoid mass-market TV and radio, and ads use models who are at least 35 or appear that age.
